Laporan Kemajuan Terkini Program Transformasi Ekonomi di Suruhanjaya Sekuriti, Kuala Lumpur

1. Sebelas bulan telah berlalu sejak saya melancarkan Program Transformasi Ekonomi pada 25 Oktober 2010. Bagi separuh pertama tahun ini, Malaysia telah mencapai pelaburan FDI sebanyak RM21.3 bilion. Ini merupakan lonjakan setinggi 76 peratus dalam FDI berbanding RM12.1 bilion pada tempoh yang sama tahun lepas.

2. Ini jelas menunjukkan bahawa pelabur asing kian melihat kelebihan yang ditawarkan Malaysia. Sepertimana yang dilaporkan oleh World Economic Forum dalam Global Competitiveness Report, Malaysia telah menunjukkan kemajuan dari segi pencapaian ekonomi dan peningkatan persepsi positif daripada para responden. Di antara 142 negara yang ditinjau, kita telah maju 5 langkah ke posisi 21 dari 26 tahun lepas. Turut menggalakkan ialah ekonomi Malaysia kini mendapat tempat kedua di ASEAN, dan keenam di Asia Pasifik.

3. Di samping itu pada tahun ini, Malaysia telah mengatasi lima negara iaitu: United Arab Emirates, New Zealand, Korea Selatan, Luxembourg dan Israel. Kemajuan Malaysia khususnya di dalam institusi dan persekitaran makroekonomi telah meningkat sebanyak 12 kedudukan ke tangga 30. Ini disumbangkan oleh prestasi kukuh dalam kekuatan perlindungan pelabur, pengurangan beban bagi peraturan kerajaan, keberkesanan lembaga korporat dan perbelanjaan kerajaan yang berhemah.

4. Saya juga berpuas hati dengan kejayaan GTP dalam peningkatan yang memberangsangkan dalam kriteria untuk jenayah dan keganasan di mana kita telah naik ke posisi 63, peningkatan sebanyak 30 kedudukan dari tahun lalu. Di dalam jenayah terancang, kita sekarang naik ketangga 54 daripada posisi 77 dalam laporan yang lepas. Di samping itu, keberkesanan perkhidmatan polis berada di tangga 39, peningkatan sebanyak 11 posisi dari tahun lepas.

5. Saya amat gembira melihat 84% inisiatif yang telah diumumkan sedang dilaksanakan dengan 23 inisiatif siap beroperasi, 50 inisiatif telah bermula dan 14 lagi inisiatif dimana kerja- kerja sedang dijalankan, semenjak pelancaran ETP pada bulan Oktober 2010.

Tuan-tuan dan puan-puan sekalian,

6. Saya ingin mengambil kesempatan di sini untuk memberikan penjelasan tentang beberapa kemajuan dalam ETP sebelum kita mengumumkan inisiatif baru hari ini.

7. Projek Transformasi Kedai Runcit atau lebih dikenali sebagai TUKAR yang dilancarkan pada bulan Januari tahun ini dan sehingga kini, mengubah hidup 237 pekedai di seluruh Malaysia. Saya amat gembira dapat melihat bagaimana pencelahan yang mudah sepertimana yang disediakan di bawah TUKAR telah menolong memperkembangkan perniagaan. Impak program TUKAR bagi pekedai kecil amat besar lebih-lebih lagi dalam menambahkan pendapatan kedai dan memberi kebebasan kewangan.

8. Kedua, NKEA Perkhidmatan Perniagaan yang beraspirasi untuk menjadikan Malaysia sebagai pusat data bertaraf antarbangsa turut menunjukkan perkembangan terbaru. Pusat Data CSF yang sedang dibina di Cyberjaya, diumumkan pada Januari tahun ini dan akan siap dibina pada suku terakhir tahun ini. Ia akan dibuka secara rasmi pada 9 Januari 2012. Setakat ini, CSF telah menandatangani perjanjian untuk menyewakan 33% daripada ruang pusat ini.

9. Pada bulan Mac tahun ini, saya telah mengumumkan pelaburan sebanyak RM26.6 juta daripada perkongsian awam-swasta antara MARDI dan Infoculture Sdn Bhd serta Sime Darby. Fokus kerjasama ini ialah untuk memperkenalkan penanaman beras wangi di kawasan-kawasan bukan jelapang padi dan memasarkannya sebagai beras wangi.

10. Saya gembira untuk mengatakan bahawa tuaian pertama beras telah selesai dengan 33 petani kontrak yang menyertai inisiatif ini. Petani-petani memberikan maklumbalas yang positif kerana mereka berasa amat gembira dengan pulangan daripada penyertaan mereka dalam program ini.

11. Juga pada bulan Mac tahun ini, saya telah mengumumkan bahawa dalam kerjasama dengan Pihak Berkuasa Pelaksanaan Koridor Utara (NCIA), QAV Technologies Sdn Bhd akan melabur RM12 juta untuk membangunkan pusat pensijilan diod pemancar cahaya dan lampu keadaan pepejal. Kemudahan ini, yang pertama di luar Amerika Syarikat, akan dapat melaksanakan ujian diperakui American National Standard Institute (ANSI) dan akan mengesahkan pematuhan produk Malaysia kepada piawaian global. Pusat QAV yang terletak di Pulau Pinang kini sedang dipasang dengan peralatan yang diperlukan dan akan beroperasi menjelang akhir tahun ini.

12. Seperti yang anda boleh lihat, ETP dilaksanakan di seluruh negara dan kita akan terus berkongsi maklumat terkini tentang kemajuan EPP dan pelbagai inisiatif.

Ladies and gentlemen,

13. Today, we have reached a new milestone with eight all-new initiatives and two recapped initiatives. Let me begin with the new projects that have yet to be announced:

14. Within the Palm Oil and Rubber NKEA, Kuala Lumpur Kepong Berhad or KLK will invest in four major projects in an effort to develop the downstream sector of the palm oil industry. The first project is an integrated methyl ester sulphonate and fatty alcohol plant while the second project is a plant to produce specialty fatty ester. The third project is a plant to produce high grade tocotrienol and isomers while the fourth is the development of a world class research and development (R&D) centre. KLK will invest RM706 million in this project that will generate RM1.15 billion in GNI by 2020 and provide 205 job opportunities upon the completion of these projects.

15. In an effort by the Ministry of Health (MOH) to educate the rakyat on healthcare, I am pleased to announce MedikTV as the official broadcast channel for the MOH. This initiative within the Communications, Content and Infrastructure NKEA will initially be available on IPTV and will also be made available online. In the first phase of this initiative, Vasseti Datatech Berhad will deploy 1,410 TV sets in 168 locations nationwide including 138 hospitals, 15 Jabatan Kesihatan Negeri offices, 5 Klinik 1Malaysia and 10 MOH sites in Putrajaya.

16. A content committee has been set up to meet regularly to determine the content for this channel which will focus primarily on the prevention of common diseases. This project will involve an investment by Vasseti Datatech Berhad of RM400 million by 2020, and this will be recouped by the company through advertising revenue and will create about 650 jobs.

17. Within the Business Services NKEA, Strand Aerospace Malaysia Sdn Bhd will spearhead an initiative to develop and position Malaysia as a hub for High Value Engineering Services. The initial focus is to develop two established Malaysian Pure Play Engineering Services players to a critical mass by the year 2013. These organizations will focus on specific capabilities and build compelling value-propositions around engineering services.

18. The first phase will establish Strand Aerospace Malaysia as a benchmark for other global Original Equipment Manufacturers (OEMs) and potential investors to initiate private investment in developing Pure Play Engineering Services solutions in Malaysia. It will also establish the Human Capital Development infrastructure that will provide the industry with ready manpower needed to sustain this investment. This EPP will involve the investment of RM177 million by 2020 that will see a GNI impact of RM3.5 billion in 2020 and the creation of about 6,000 jobs by 2020.

19. As you are all aware, Malaysia intends to transition from the Agriculture industry to Agribusiness within the ETP. To this end, Hannan Corporation Sdn Bhd (HCSB) will invest in the establishment of two Aquaculture Complexes comprising a 121 hectare Aquaculture Comple in Selinsing and a 323 hectare Aquaculture Complex in Pulau Gula, both located in the state of Perak. These complexes are projected to produce 14,000 tons of white shrimp per year. With an investment of RM72.6 million, this initiative is expected to generate a GNI of RM223 million and create 1,000 jobs by 2020.

20. Also within the Agriculture NKEA, Nova Laboratories Sdn Bhd, has been identified as one of the anchor companies to drive herbal products into the high value segment of nutraceuticals with pre-clinical/clinical claims or botanical drugs. A total of RM16.29 million will be invested in R&D as well as pre-clinical and clinical trials to develop three high value herbal products and commercialise them. This company aims to develop three products namely the Hepara-P Capsule as a Liver Protection Agent, an external anti-aging product and an oral anti-aging product. These two products will have skin lightening effects.

21. Within the Wholesale and Retail NKEA is an initiative to provide more exposure to our small and media enterprises (SMEs) through a common virtual retail platform known as the virtual mall. The initiative is a collective effort in engaging the next generation of shoppers who are tech-savvy. Doorstep Retails Sdn Bhd will invest in this initiative that will also provide a platform of convenience to SMEs in terms of technical support and facilities.

22. This initiative is a move forward from Doorstep’s current successful e-commerce model focussed on selling groceries online. In addition, it is selling lifestyle products such as gaming products, software, sports items, magazines and ladies’ products. With an investment of RM35 million from Doorstep by 2020, this initiative will generate a GNI impact of RM 2.7 billion and create about 1,000 jobs by 2020.

23. In addition, Koperasi Jiwa Malaysia Bhd will lead an initiative to provide a virtual mall platform for SMEs to enter the online sphere. By leveraging on its established portal, Koperasi Jiwa will allow local SMEs to expand their target market to a much larger audience. Encouraging the use of e-commerce creates economies of scale, reducing overhead costs and maximizing revenue. This initiative will see the investment of RM15 million by Koperasi Jiwa that will generate RM20 million in GNI by 2020.

24. Under the Electronics and Electrical NKEA, Hong Leong Manufacturing Group has acquired a strategic share in DSEM Holdings Sdn Bhd, a manufacturer of proprietary thermal substrates for the global LED industry. DESM, a supplier to major US and European brands, is expected to evolve from contract manufacturing into a company that produces, distributes and markets its own brand. DSEM aims to be the leading Malaysian LED producer for export, meeting international green technology standards. This venture is expected to create high-value jobs, especially in product development, business development and materials engineering. This strategic partnership is expected to have a GNI impact of RM300 million and 350 jobs by 2020.

25. That concludes the new ETP initiatives. Moving on, to provide a consolidated view of today’s ETP update, I would like to recap two of the initiatives which have been previously announced.

26. Firstly, within the Greater KL/Klang Valley NKEA, we aspire for KL to be a magnet for dynamic firms and global talent. To help achieve this, Invest KL has been established to attract, facilitate and service large foreign multinational investments into Greater KL/ KV. It aims to position Greater Kuala Lumpur/Klang Valley (GKL) as one of the world’s top, dynamic investment destinations by attracting companies that are regional and globally focused, creating world class businesses and generating value add career opportunities.

27. Secondly, within the Healthcare NKEA, Clinical Research Malaysia or CRM is a non-profit government site management organization that will transform Malaysia into a preferred destination for contract clinical research. It will provide a unique entry point with a single information and referral system to access an extensive network of 341 hospitals and hundreds of clinical trial sites.

28. The government will invest RM5.7 million in this organisation that will facilitate clinical trial standards such as GCP-certified investigators, potential recruitment sites, transparency in financial processes, and oversight on conduct of contract research in government hospitals. The promotion of clinical trials in Malaysia will enable us to tap into the global contract research industry worth of USD20 billion globally. As of May 2011, 51 clinical trials have been facilitated with a GNI impact of RM38.96 million.

29. Combined, these 10 initiatives within eight NKEAs will account for about RM1.43 billion in investment, RM8.4 billion in GNI and 9,905 new jobs.

30. On a cumulative basis, the ETP has to date recorded RM171.21 billion in investment, RM228.55 billion in GNI and 372,301 new jobs.

Ladies and Gentlemen,

31. In June, we announced the six Strategic Reform Initiatives (SRIs), the second critical component of the ETP to boost our global competitiveness. One of these, known as Human Capital Development SRI is set to transform the Malaysian workforce and workplace for high-income economy.

32. To help Malaysia achieve this aspiration, I am proud to announce three programmes today. The first is MSC Malaysia’s MyProCert, a programme to upskill Malaysians towards international certification standards. Trained and certified Malaysians within this programme will be part of the critical supply for talent sourcing and development for industry players and potential foreign investors. The first MyProCert course to be launched in September 2011 is the MyProCert(SAP) certification.

33. Secondly, the establishment of the National Talent Enhancement Programme (NTEP), an initiative within the Electrical & Electronics (E&E) NKEA. The NTEP is a 12-month trainee programme to help develop industry-relevant skills via partnerships with E&E companies.

34. NTEP is open to engineering graduates with between one or two years work experience, and to those who wish to upskill/re-skill to enter into the E&E sector and green technology field. Five agencies and companies will spearhead this initiative, namely Akademi Teknologi Hijau Sdn Bhd; the East Coast Economic Region Development Council (ECERDC); the Iskandar Regional Development Authority (IRDA); Northern Corridor Implementation Authority (NCIA) and the Selangor Human Resource Development Centre (SHRDC).

35. Thirdly, in July, this year, TERAJU launched a High Performing Bumiputera SME (HPBS) Programme known as TERAS. This Programme is intended to develop the next generation of world-class Bumiputera entrepreneurs across all 12 National Key Economic Areas (NKEAs).

36. Through TERAS, a total of 1,100 Bumiputera SMEs comprising the top 100 medium Bumiputera SMEs and top 1000 small/micro companies will be identified using clearly-defined criteria as well as an open and transparent process.

37. The programme aims to increase the participation of Bumiputera SMEs’ in the economy by enabling SMEs to scale up, accelerate their growth and compete in the open market, without heavy reliance on Government contracts. This Programme will place emphasis on developing quality Bumiputera SMEs that will in turn, trigger various business opportunities for themselves and other Bumiputera SMEs.

38. I am pleased to say that the participation has been encouraging so far and I urge more Bumiputera companies to come forward and participate in this programme. This will be beneficial to you as an entrepreneur and to the country as a whole.

39. The ETP has two key thrusts – focus, through the 12 NKEAs, and competitiveness, to be delivered by the SRIs and we are making excellent progress on both these fronts. Concurrently, our economic rankings globally are improving and investors’ confidence is on an uptrend.

40. All these, bodes well for Malaysia as we strive to be a high-income nation. All of us: Ministers and civil servants continue to pledge our commitment to realize the ETP and SRI, to make “us rich, all of us, for a long, long time.”

41. With that, I thank you for continued trust and support and I wish you all a pleasant afternoon ahead.
